For achieving
the good status of all water bodies until the year 2015, the Water
Framework Directive (2000/60/EC) mandates the establishment
of concrete programmes of measures. For these it is furthermore
required that only the most cost-effective combinations of measures
are to be considered. The portfolio of possible measures and approaches
to be chosen by water managers is manifold. But how should the measures
be selected so that the most effective and at the same time most
cost-efficient set of measures is applied? Should technological
solutions be preferred or could other approaches, such as co-operations
with farmers, constitute viable alternatives?
In the framework
of the UBA-sponsored project 'Guidelines for the selection of the
most cost-effective combination of measures for the programme of
measures according to article 11 of the Water Framework Directive'
Ecologic
and the Institute
for Water Resources Research and Management at Kassel University
have addressed these issues and compiled a handbook, which is intended
to provide support to decision-makers in water management in selecting
the best possible combination of measures.
The
discussion and further development of these approaches together
with decision-makers and key players in water management are the
main goals of the workshop to be held in September 2003.
The event
is predominately addressed to experts from water authorities in
the German Länder, the Länderarbeitsgemeinschaft
Wasser as well as the coordination areas at river basin level.
Furthermore representatives from neighbouring countries as well
as relevant interest groups, such as NGOs and industry organisations
are invited.
The
