Key Conclusions
Workshop Summary Report
At
their last meeting in Inari/Finland (30 November - 1 December 2006),
the Water Directors agreed to continue the CIS activity on the “Water
Framework Directive and Hydromorphological Pressures”. The
focus of the continued activity (Phase II: 2007-2009) should be
on the exchange of information via workshops rather than the production
of further documents.
The
workshop on WFD & Hydropower (Berlin, 4-5 June 2007) is the
first event in the context of the continued CIS activity. The workshop
is organised by Germany and UK (lead countries of the activity)
in cooperation with Austria, as part of the programme of the German
Presidency of the EU.
The
workshop will give an audience for discussing the use of water for
hydropower production and the related hydromorphological changes.
Particular attention will be paid to key issues which were not covered
or were only partly covered in the documents developed during Phase
I of the CIS activity on WFD & Hydromorphological Pressures
(Policy Paper and Technical Paper).
About
120 to 130 participants are expected for this event including nominated
representatives from the Member States, the European Commission,
relevant European-level organisations and stakeholder groups.
Major
objective of the workshop is to reach common understanding between
the participating parties on ecological criteria for hydropower
plant operation compliant with the WFD objectives, on strategic
approaches for the improvement of hydromorphological conditions
on the catchment area scale and on instruments for maintaining hydropower
use as well as improving the water status (e.g. financial instruments,
compensation possibilities).
The participants
will develop a joint issues paper, which will summarise the main
outcomes of the discussion and the key open questions.
