The
Linking Directive was the topic of the Climate Talk event which
took place on 11 August. Experts from business, science and government discussed
the legal framework and the difficulties of putting JI (Joint Implementation)
and CDM (Clean Development Mechanism) into practice within the framework
of the European emissions trading scheme. Presentations were given
by Dr. Patrick Graichen (Federal Government for the Environment
- BMU), Thomas Langrock (German Agency for Emissions Trading - DEHSt)
und Dr. Sascha Lafeld (3C).
Dr.
Patrick Graichen provided a short introduction into the matter from
his point of view as a negotiator and legislator. Thomas Langrock
adressed aspects of the implementation of the directive and special
problems, such as possible JI-projects within Germany or the voluntary
use of so-called airline credits. Dr. Sascha Lafeld explained the
challenges for investors and companies applying the project based
mechanisms.
In
the ensuing discussion the practical difficulties in conducting
JI and CDM projects became apparent as well as the need for more
transparency of the system and for legal certainty.
